Performs work of broad scope and complexity by maintaining operational awareness of Flight Program Operations’ daily missions and movements of crew and aircraft assigned to the operating certificate. Demonstrates a sound understanding of the National Airspace System (NAS) and the potential impact AJF’s missions have on the NAS, to make positive contact with internal and external stakeholders to minimize impact to the flow of air traffic.
Work supports pertinent AJF directorates and may significantly impact policy required for the AJF Parts 135 and Part 145 operating certificates. May have advance knowledge of safety sensitive and/or secret information shared by conveyed Air Traffic Control System Command Center (ATCSCC) partners to facilitate service partner requirements.
Applies broad experience and comprehensive technical knowledge of domestic and international aircrew scheduling, and operational oversight, and an in-depth knowledge and understanding of the FAA flight program missions (e.g. flight inspection, critical event response, and research and development flights) to plan, coordinate and execute operational activities to support service partners. Requires an understanding of new technologies and methods, and FAA policies and programs.
Is considered a technical expert within the organization for the assigned system or specialty area. Work directly supports the objectives of the organization and the safe and continual operation of the NAS and FAA aircraft. Manages and oversees the various aspects of an airborne mission, ensuring communication, coordination, and tactical planning are effective. Evaluates flight inspection requirements and monitors the planning, scheduling, and coordination of flight inspection of ground and satellite-based facilities and systems and instrument flight procedures and communicates changes during execution. Coordinates crew scheduling modifications due to operational considerations. Coordinates with Group management, training team, staff managers, field office managers, and military personnel.
Contacts are both internal and external. Communicates and coordinates, when necessary, operational changes related to specific, precoordinated flight inspection facility taskings occurring within the active daily flight period to the affected stakeholders in AJT, AJR, and AJW. Often represents the organization as a primary technical point of contact on projects, programs, and other work activities to coordinate and implement plans or to obtain information and resolve problems. Coordinates with other organizations and agencies concerned with FAA activities. Often oversees the activities of contractors.
Receives general program assignments from a supervisor or higher-level manager. Assignments are stated in terms of priorities, overall objectives, and boundaries. Monitors daily NAS operational meetings with a focus on identifying risks to meeting flight inspection timing commitments during the daily flight period. When applicable engages the appropriate operations manager to mitigate. Completed assignments are considered technically authoritative and are reviewed only for general compliance with organizational objectives. Identifies resources needed to perform assignments. Organizes and assigns resources needed to accomplish large work activities within established schedules. Provides guidance to other technicians and trainees regarding difficult technical or operational issues. Independently resolves all but unique technical problems. Verifies externally published flight inspection activity reflected on the Flight Operations Management Systems (FOMS) Flight Inspection Activity Map and the Air Traffic Control System command Center (ATCSCC) OIS System is accurate and engages the responsible organizations to confirm accuracy. Interprets and adapts technical manuals, manufacturers’ instructions, FAA policies and procedures, and other publications.
To qualify for this position at the FV-I (GS/FG-13) level, applicants must have at least 52 weeks of Specialized Experience equivalent to the FV-H (GS/FG-12) level that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position.
SPECIALIZED EXPERIENCE: includes experience making collaborative operational decisions to meet the urgency of stakeholder's needs; Experience troubleshooting problems and relaying possible solutions to stakeholders; Experience influencing policy and procedure improvements; Experience collaborating with various entities to ensure the safe and orderly flow of air traffic; Experience with crew scheduling and/or aircraft dispatching.
