Help
  • At the full-performance level, the duties will be:
  • Performs a variety of chemistry-related duties in support of the District's Hazardous, Toxic and Radiological Waste (HTRW) program.
  • Activities are centered around sites under the following programs:
  • the Environmental Protection Agency's (EPA's) National Superfund program; the Department of Defense's (DOD's) Defense Environmental Restoration Account (DERA) program;
  • the Army Installation Restoration Program (IRP); as well as HTRW and environmental aspects of other civil and military projects.
  • Applies environmental engineering principles, methods, and techniques required for the closure of historic hazardous waste sites, and for the mitigation of liquid or solid sanitary, toxic, or hazardous waste.
  • Works with environmental investigations contractors, A-E’s, regulating agencies, and District staff in accomplishing all phases of office and field work associated with investigations for environmental projects.

  • May be required to participate in routine and special medical examinations are required because of potential exposure and the significant physical stress factors that occur while wearing protective equipment.
  • Requires obtaining and maintaining certification to handle hazardous and toxic wastes.
  • Requires obtaining and maintaining a valid state issued driver's license.

Qualifications

Applicants will be referred periodically throughout the open period. Final application disposition will be completed once all positions have been filled or the announcement reaches the end of the open period as stated above. Minimum Qualifications for GS-05

Education: Meet or exceed the education as listed in the Basic Requirements for one or more of the listed occupational series.

Minimum Qualifications for GS-07

Specialized Experience: One year of specialized experience which includes assisting in the application of environmental science or engineering-related techniques and methods to Hazardous, Toxic, Radioactive Waste (HTRW) investigations, environmental health endangerment assessments, or remedial action designs.. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-05).

OR

Education: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, chemistry or geology.

OR

Superior Academic Achievement

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages.

Minimum Qualifications for GS-09

Specialized Experience:
One year of specialized experience which includes applying environmental science or engineering related techniques and methods to Hazardous, Toxic, Radioactive Waste (HTRW) investigations, environmental health endangerment assessments, or remedial action designs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).

OR

Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, chemistry or geology.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Minimum Qualifications for GS-11

Specialized Experience:
One year of specialized experience which includes analyzing hazardous, toxic and radioactive chemical aspects of waste site designs and cleanups. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: engineering, chemistry or geology.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
